"With Them, For Us": Building a Safer Maharashtra Through Citizen–Police Collaboration

The first time I truly saw the emotional toll of a police officer’s duty was outside the casualty ward of a government hospital in Nagpur. A constable, still in uniform, stood beside his injured colleague, eyes weary from a 16-hour shift. He hadn’t gone home in two days. When I asked him why, he simply said, “We are the line between fear and safety. If we don’t stand here, who will?”

That moment left a mark.

At Little Hopes Charitable Trust, our work has always focused on uplifting communities. But in Maharashtra—a state rich in resilience, yet often strained by its own complexity—we recognized the need to support another group that tirelessly serves us: our police personnel. This is how our program to improve public-police coordination in Maharashtra was born.

The Program: Police Mitra Maharashtra

Through the Police Mitra Maharashtra Initiative, we aim to build mutual trust, communication, and collaboration between everyday citizens and the police force.

We believe safety is a shared responsibility. Our goal is to empower civilians to become active stakeholders in maintaining law and order, especially at the community level.

  • Recruitment and Training of Police Mitras: Citizens from various walks of life are trained on civic duties, the basics of law enforcement, conflict resolution, and community safety practices.

Little Hopes Charitable Trust celebrated the 78th Independence Day of India with a vibrant program in the heart of slum communities it supports. The day began with a solemn flag hoisting ceremony, uniting residents, children, and volunteers in singing the national anthem and honoring the country’s freedom fighters.

Civic Awareness Program

As part of the event, the Trust organized an engaging Civic Awareness Program to educate local residents—especially the youth—on their rights and duties as Indian citizens.
Topics covered included:

Signing up was only the beginning. Each participant was enrolled into a skill development program designed based on local employment opportunities. Training areas include:

Shabana, a domestic worker from Vashi, is now training others in basic stitching after completing the Trust’s tailoring course. “For the first time,” she says, “I feel seen and respected—for who I am and what I can do.”
